Universal Cost Recovery Mechanism (UCRM) is a combination of pass-through costs associated with carrier property taxes, regulatory fees and municipality costs that cannot be invoiced in a traditional line item basis.

This charge is not utilized to recover overhead costs of regulatory compliance.
